PM's Electric Bike Scheme 2026 Explained: Subsidy, Eligibility and How to Apply

In February 2026 the federal government launched the Prime Minister's Electric Bike and Rickshaw Scheme — a direct subsidy on electric two- and three-wheelers under the PAVE programme. It is the biggest push for electric bikes Pakistan has seen, and it has raised a lot of questions at our stores. This guide explains what has been announced, who qualifies, what to prepare, and what to ask before you sign anything.

Note: Last updated 3 September 2026. Government schemes change; treat this as a guide and confirm current rules with the official scheme portal or your dealer before applying.

What the scheme offers

According to the launch announcements, the scheme provides a direct subsidy of Rs 80,000 per electric motorcycle and Rs 400,000 per electric rickshaw. The government has committed Rs 100 billion over five years, with Rs 9 billion allocated in the current fiscal year, targeting 116,000 electric motorcycles this year and 76,000 distributed by June. The stated aim is to bring electric motorcycles to Rs 50,000–60,000 below comparable petrol models and save riders up to Rs 8,000 a month in fuel.

Who is eligible

  • Pakistani citizen with a valid CNIC.
  • Aged 18–65 for electric motorcycles (21–65 for rickshaws and loaders).
  • A valid driving licence or learner's permit.
  • An active bank account.
  • Reports indicate 25% of the motorcycle allocation is reserved for women, with additional quotas for business owners and students.

Documents to prepare

  • CNIC copy
  • Driving licence or learner's permit
  • Bank account details
  • Passport-size photographs
  • Student ID or admission proof, if applying under a student quota

How to apply

The scheme is administered by the Engineering Development Board under the PAVE programme and, per the launch coverage, runs through an automated system. Applications are expected to be online through the official scheme portal, with allocation by balloting where demand exceeds the quota. Because portal addresses and windows change, we deliberately don't reproduce them here — message us on WhatsApp and we'll send the current official link and dates.

Does a Nexo qualify?

This is the question that matters most, and it deserves a straight answer: eligible vehicles and manufacturers are decided by the government, and the approved list can change between application windows. We will not tell you a model qualifies unless it is confirmed in writing for the current window. Ask us on WhatsApp and we'll tell you exactly where things stand for the Nine 1500W and SU7 2000W in your city.

Five questions to ask any dealer

  • Is this specific model on the current approved list — can you show me?
  • Is the subsidy deducted at purchase, or paid to me afterwards?
  • What is the price with and without the subsidy, in writing?
  • Who submits the application — me, or the dealer — and what confirmation do I get?
  • Does the warranty change in any way under the scheme? (Ours doesn't.)

Why the timing is good regardless

Subsidy or not, the running-cost maths already favours electric: about PKR 0.81 per km on home electricity against roughly PKR 6.75 per km on petrol for a 70cc bike. Read our full running-cost comparison. A subsidy shortens the payback; it doesn't create it.
